The Quad summit held in Tokyo in May 2022 demonstrates the expansion of the competences of the quadrilateral maritime security dialogue, that now includes the procurement of international public goods such as vaccines, government financing for infrastructure, and attention to the maritime sphere that – nominally – extends from illegal fishing to cybersecurity. The evolution of the Quad exemplifies American strategy on China, that is based on a combination of unilateralisms – event also in the Biden Administration – and of parallel “minilateral” coalitions that exclude Beijing, with the ill-concealed goal of limiting its military and economic expansion.
