Not all data is equal. Whether phenomenon or context data, the possibility to use data in open or non-open form makes cooperation between different types of public and private actors essential. Many actors must be involved in a data project. The clear identification of roles and responsibilities and the alignment of all of the players in a structured process are fundamental pillars for the realization of the project.
