Measuring to Improve Performance in the Italian PA
Looking at public value means expanding the horizon of measurement beyond organizational borders, to take into account the dynamics of external needs and successful experiences developed in other administrations, involving personnel through clear and effective communication of the meaning of the work of individuals in order to reach the general goals of the administration. An effective and usable reporting of results products represents a fundamental condition to make administrations more accountable, on the one hand providing stimulus for improvement similar to that produced naturally by competition in the private sector, and on the other contributing to improving the relationship of trust between administrations, citizens, and businesses.
