In light of the experiences initiated in the field in the last two years, we can understand the need and mandate for all Italian regions to adopt the digital tools necessary to safely innovate healthcare services. In addition to the development of an interoperable technological infrastructure, there are three priority areas for intervention: evidence based management in support of digital, the development of managerial approaches, and participatory instruments for the redesign of services and the strengthening of the digital skills of each single user and the population as a whole.
