The growth of emergency appropriations and the high flexibility of hospital production lines are the result of the hurried transformation of the Italian National Health Service in the two years of the pandemic. The return to normal requires capitalizing on this experience, especially in light of the construction of the portfolio of projects that can be funded with the PNRR. At the management level, the main challenge is to substitute cuts in the sector with profound processes of reallocation of resources, reorganization of work, and redesign of citizen services.
