From the Kingdom of Italy to the new 2016 procurement code, the history of the Italian railway system shows how the succession of different political objectives and legislative changes has made the role of evaluation techniques very difficult, too often leaving to political decisions, with can change rapidly, the task of planning and financing the works. In our country, this has generated numerous interruptions of the process of planning railway infrastructure, giving rise to “unfinished works.”
