The Territorial Allocation of Resources, between Good and Bad
The National Recovery and Resilience Plan (PNRR) is the reform and investment program developed by Italy within the context of Next Generation EU, the common fund created by the European Union to address the economic consequences of Covid-19. The Plan aims to address the structural challenges of the Italian economy, including socioeconomic gaps between different areas of the country. It is therefore crucial to understand whether the PNRR funds are effectively directed towards the territories that are most in need. In this article, we utilize granular data on projects funded by the PNRR and local socioeconomic conditions to answer this question.
