Income from work, especially among young people, is too low and/or intermittent. Professional employment, therefore, is no longer a guarantee against the risk of poverty. The “Jobs Act” reform of 2015 increased employment but at the expense of workers' social security: the specter of unemployment and a career path marked by fragmented employment are the consequences of the process of "flexibilization" that has characterized the labor market in recent years. It is no coincidence that the need to reform active labor policies is one of the points that make up the package of reforms required by the PNRR.
