Is AI sovereignty really an illusion?
The race for sovereignty in artificial intelligence stems from the fear of becoming dependent on American and Chinese technologies, but it often confuses autonomy with self-sufficiency. Not even the United States and China control the entire AI value chain and, as the technological frontier advances, less sophisticated chips and models become sufficient for a growing number of applications. Above all, even those who dominate the technology need data and knowledge from the rest of the world. The risk, in fact, is that we trigger a new spiral of protectionism – this time built around data – that would lead to less efficient AI systems and a more fragmented global economy. The real challenge, therefore, is not to eliminate dependencies, but to transform them from a source of vulnerability into managed interdependence.
